Your account is signed in, but is not enabled as an admin.
Fix: ensure admins/{uid} exists with enabled: true.
If the debug box says the doc exists + enabled=true but admin is still false, the page is likely loading an old/cached JS build.
This writes to notams/{id} using your admin rules.
